yes you can. but you can not exceed a certain amount at a time. i think its like 5lbs. it is in the book you get with your license check it out for the correct amount you can have out.

I saw a post earlier about someone baiting in PA too, and thought it was illegal. It sounds like it's not in certain WMU's.

I cannot get the PCG web site to work right now, but was trying to look it up officially.

basically in 5 d you can bait. in short its no more then a 5 gallon bucket of bait on the ground at a time.

Personally I would not have nearly that much on the ground but thats me.
