Coyotes

Does anyone have any good tips for drawing in coyotes-is calling or baiting work best in south jersey?

everyone i know calls , baitings not allowed , we have a couple of neighbors with chickens and ducks and they keep losing birds to either fox or yotes my son used a chicken in distress call and had a fox come in but not close enough for a shot
